He emphasizes the importance of universal conscription, the professionalization of military forces, and the strategic coordination between civilian and military sectors. Goltz argues that, ""The day of Cabinet wars is over. It is no longer the weakness of a single man, at the head of affairs, of a dominant party that is decisive, but only the exhaustion of the belligerent nations".
Wilhelm Leopold Colmar Freiherr von der Goltz (1843-1916), also known as Goltz Pasha, was a Prussian field marshal and military writer.

In the publisher's original cloth binding. Externally, generally smart. Discoloration, fading, the odd handling mark and spotting to boards. Spine faded. The odd spot of damp staining. Two small chips to cloth in spine. Offsetting and scattered spotting to endpapers. Internally, generally firmly bound. Pages bright and clean with the odd spot, heavier to first and last few leaves.
