A valuable commentary regarding the reforms introduced by Baron von Stein, a Prussian statesman known for his drastic action taken in the nearly-bankrupt Prussian state of the early nineteenth century. Notably, von Stein promoted the abolition of serfdom, placed restrictions on the nobility and established a modern municipal system.

Ouvry presents his view on the situation, suggesting that Stein introduced these reforms for his own gain, and to encourage the re-establishment of German independence.
