In this work Bentham recommended the exclusion from the House of Commons of placemen as well as annual elections, uniform electoral districts and secret ballots. He initially offered this paper anonymously to William Cobbett with an intention for it to be published in the Political Register. However his submission was declined and left a sour relationship between Bentham and Cobbett.

Despite his Tory upbringing, Jeremy Bentham became quite the social reformer and is often regarded as the founder of utilitarianism.
